Shire of Ashburton Welcomes New Chief Executive Officer Keith Woodward
The Shire of Ashburton is pleased to announce the appointment of Keith Woodward as its new Chief Executive Officer, following a comprehensive recruitment process and Council decision made on 20 May 2025.
Mr Woodward brings with him nearly four decades of experience in local government, having worked across six local governments – three metropolitan and three regional – in a variety of executive and leadership roles. He most recently served as CEO at the Shire of Three Springs (2019–2025), and prior to that, he held senior leadership roles for 17 years at the Shire of Exmouth, including Executive Manager Engineering, Acting CEO and Deputy CEO.
During his tenure as Acting CEO of the Shire of Exmouth, Mr Woodward played a crucial role in ensuring operational continuity and restoring compliance during a critical period. His ethical leadership was recognised nationally when he was awarded the Public Service Medal in the 2018 Queen’s Birthday Honours for “outstanding public service to local government administration in Western Australia.”
At the Shire of Three Springs, he fronted initiatives to diversify the economy, securing $11.5 million for transport infrastructure, developing tourism initiatives and introducing innovative housing solutions. He has led recovery operations in response to cyclones, floods, and bushfires, and has a wealth of experience across infrastructure, community engagement and intergovernmental partnerships.
President Audra Smith welcomed Mr Woodward’s appointment and expressed confidence in his ability to lead the Shire through its next chapter.

Mr Woodward will officially commence as CEO on 1 September 2025.
