What is a stucture plan?
A structure plan illustrates the proposed structure and layout of a future development area.
The preparation of a structure plan is one of the first steps you need to take in order to progress a proposal for the development of a new urban area. Structure plans illustrate key road configurations, the location of retail, community facilities such as shops, schools and public open spaces, as well as details such as housing density, land use classifications and buffer zones.
A standard structure plan process applies across the State, and is guided by the Planning and Development (Local Planning Schemes) Regulations 2015, the Shire of Ashburton Local Planning Scheme No. 7 and the Western Australian Planning Commission’s Structure Plan Guidelines.
When is a structure plan required to be prepared?
Structure plans are prepared and approved prior to the subdivision or development of land in development areas identified within the Shire’s Local Planning Scheme, or where required by the Western Australian Planning Commission (WAPC).

What is a Local Development Plan?
Local Development Plans (LDPs) - previously known as Detailed Area Plans (or DAPs) are planning tools used to provide better design control measures than those under Residential Design Codes (R-Codes) for matters relating to urban design and the overall look of a built area.
LDPs will often vary, reflecting the differences in areas and scenarios that may arise in urban settings such as streetscapes, garage location, solar orientation, passive surveillance, noise, access to primary roads, mixed-use development, landscape, the pedestrian network, building height, and topography.
